Don’t come to the Southern United States then. I grew up in the rural South and while my family certainly owned a clothes dryer, country ways just don’t die. We also had a clothes line. An actual dedicated set of poles and line set up out back where we dried clothes when the weather was nice. Like this:
I can remember being just a toddler, not quite four years old when I first came to live with my grandparents, lying in the grass under the clothesline looking up at the clouds while my grandmother hung out clothes and sheets—and yes, undergarments. And I assure you, there was no society woman more class oriented, etiquette obsessed, or perfectionistic than my grandmother. If having a clothesline was a crime of etiquette she’d have burned it to the ground herself.
Underwear is on display in most department stores, Walmarts and Targets, and you can’t walk through a mall without being smacked in the face with Victoria’s Secret stores. These days women in the States wear bras as blouses with nothing else (not that I am okay with it, just stating a sad fact). So I’m pretty sure seeing someone air dry their boxers won’t scar you for life. By the way, air dried clothing in actual fresh and clean air smells amazing. Those are the best sheets to sleep between.

My parents always had dedicated clothes lines for drying everything from blankets and sheets to clothes and underwear, and all our neighbors did the very same thing. This was in Pennsylvania as was done in many other states. The clothes came out smelling clean and fresh, and it was fun to help them use wooden clothes pins to put the clothes on the line, take them off when dry, and fold them. After the Great Depression and from hearing many stories from parents and grandparents, I wonder why hanging clothes to save money and your electric bill is such a big thing! We also had lines in the basement to hang clothes on rainy days or cold weather. My parents were keenly aware on ways to save energy and hard earned money. I still hang clothes outdoors and underwear in the basement. If people are so concerned about the environment and saving energy, why do they complain about this?

I like your barbaric question. Let us bring you back to once upon a time where your forefathers wear leaves to cover their butts. Dont you think the leaves grown out from the trees that needs sunlight and so is the drying of underwear in the open to allow fresh air and strong sun lights to remove the residue bacteria and odour from the underwear as compared to your air dryer that keeps on circulating the toxins and odour in a confine space of the air dryer. No wonder you still smells bad with clothings on.
Another strong possible reasons for the Chinese to do it is to make you more disgusted with yourself on why a simple solution like drying in the open air is more efficient and cost effective unless you stay in a sub zero region with no sunlight for 365 days a year and in that case, you dont even sweat or need to bath and therefore an air dryer is also not needed. Hope you like my barbaric answer to your barbaric question.

It isn't only in China where such things are done. It also happens in much of the world.
Also, if the underwear being dried in public is freshly laundered, then that should be fine. If it is dirty underwear thats hung out for all to see - now that's barbaric.
